Under this federal VIN program, the USDOT/NHTSA is ONLY concerned that your trailers comply with their safety standards - basically equipment
(lights, reflectors, new tires, safety chains, brake axle of trailers with a GVWR of 3000 lbs or more, etc) - and under this program you
will be SELF-certifying your trailers.
They do NOT inspect you; your trailers; your facility; your blueprints; etc.
USDOT/NHTSA has NO desire to be liable for your or what you build. They only want to know who you are, what your VIN program is, etc in case they ever get a complaint about
one of your trailers.... That's it.
